Is he a default?
If he is a default and he has griefed twice you can request for a ban, nobody is a "Not a griefer" if they are default and have done it more than once.

he was jailed because countypo forgot to ban him when we caught him griefing so we jailed him and when count came back on he was banned

there is not a ban report yet because countypo banned him then his computer stopped working for a bit. so we have to wait for him to get back on.
