Changing/ making rules on the spot (enderpearl pushing)

Me and joe just got jailed for 15 minutes for throwing enderpearls at each other for fun in safe zone with no armour. There was no rule saying we couldnt do this and I would like to be unjailed/ something to be done about this. Wether its making a bs rule where you cant have fun with pearls or w/e but seriously its getting boring and im sick and tired of rules being made or people getting in trouble for new rules/ rules in which arnt yet made. If you want to jail somone for something, tell them not to do it, MAKE a rule and make them aware of it then if they do it again jail them. We had no warning, no rule and no unjail.
