Problem solved, I just removed pvp cause pvp is silly.

100 blocks away is the set minimal limit for someone to build from someone else. And he didn't tp to you, he just went home.

Sorry forgot to add this but kaos had cleaered out trees and flattened it and added a bed to mark it for a future village, then there was a house built there.

if you really don't want them killing you, residence the area or set it up so they can't get in.

Problem solved, just removed pvp it's much easier.
